San Francisco Premium Outlets

With over 700,000 square feet of tenant space and 180 stores, the San Francisco Premium Outlets is one of the largest outlet malls in California. Kier + Wright provided planning services to support the development and provided civil engineering and land surveying services for the construction of the outlet center, associated street improvements, and an expansion of the retail center that added additional stores and parking. The 42-acre Paragon Outlets Livermore Valley, now called the San Francisco Premium Outlets, was the first new outlet shopping center to open in California in over a decade prior to its construction.

The outlet mall is included within the 340-acre El Charro Specific Plan, a City of Livermore land use plan area consisting of retail, open space and supporting public infrastructure. Kier + Wright provided the City of Livermore with technical input during the preparation of the specific plan and provided civil engineering and land surveying services for key infrastructure improvement projects included in the specific plan.

Kier + Wright’s surveying scope included a master boundary survey, right-of-way record maps for property and easement acquisitions, the preparation of a Record of Survey, an overall project aerial topographic and utility survey, parcel mapping, and right-of-way and easement coordination with the Zone 7 Water Agency, PG&E and other utility companies.
